Job AnnouncementThis position works as a part of our Behavioral Health Outpatient Services Division. Y ou will work at a dynamic program serving individuals living with serious mental illness, substance use disorder, development disabilities, and co-occurring conditions. This opportunity is for a leader to work with an excellent team in an outpatient and community-based setting. Selected candidate will join a progressive leadership team and have opportunities for professional development and advancement.Duties include leadership and oversight of behavioral health outpatient adult and/or young adult programs. While the hours are generally Monday through Friday business hours, this position may work one evening per week. Oversight of clinical and administrative programming, staff supervision, overseeing Mental Health Services Manual (Case Management), Psychiatric Services Manual (Outpatient, Prescribing, and Assessment) and Addiction Recovery Treatment Services (ARTS 2.1 IOP) requirements, crisis intervention, and leading a multidisciplinary team are some of the primary position responsibilities. Serves as BHOP Risk Manager for BHOP Quality Improvement and Risk Management Sub-Committee(s). CSB provides clinical supervision for employees who are registered as licensed eligible mental health in one of the following areas: Licensed Clinical Social Worker, Licensed Professional Counselor, Licensed Clinical Psychologist, Licensed Marriage and Family Therapist, Licensed Substance Abuse Treatment Practitioner or Clinical Nurse Specialist.

In addition, to recognize and reinforce the importance of professional development and enhance future recruitment of licensed professionals, if approved, the licensure supervisors will receive a stipend of $1,500 paid out biweekly over a 12-month period whether for one or more Department of Health licensure candidates.

License/Certification Reimbursement - Reimbursement for job related licenses and/or certifications once per year.

Supervises day-to-day program operations;

Provides clinical management and senior clinical direction to the program and staff;

Establishes procedures for intake and assessment, service delivery, case management, record keeping, and the handling of clinical correspondence;

Leads clinical team meetings; Provides guidance and advises staff and clinical supervisors on difficult and complex cases, and provides policy guidance and interpretation;

Evaluates program to ensure effective and efficient service delivery and develops plans to address identified gaps in services;

Ensures that programs meet all agency, state performance goals and objectives, as well as compliance with all applicable licensing requirements, funding mandates, standards, and regulations;

Ensures that all programs are in compliance with documentation standards;

Ensures health and safety of all clients and staff, while following all federal, state, and local regulations and licensing requirements;

Prepares and/or supervises preparation of reports as needed;

Develops and implements new service initiatives and/or revises existing services;

Manages program budget including revenues and expenditures;

Examines and evaluates individual aspects of cases for program appropriateness;

Establishes and participates in case-oriented consultative and educative planning with community agencies, groups and schools;

Provides input to CSB Service Director on service policies and procedures and assists in program development;

Serves on committees formulating and implementing procedures for the provision of services from multiple service areas and/or human service agencies;

Represents program/ agency at meetings and activities with citizen groups and community agencies;

Participates in senior management team and committees;

Resolves complaints and human rights allegations;

Responds to reports of adverse incidents or emergency situations, and informs appropriate management personnel of action taken;

Ensures proper maintenance, safety and security of facilities;

Participates in planning, implementing and evaluating behavioral health contract services;

Participates in writing and developing grants.

Extensive knowledge of the principles, theories, and methods of the psychological and social development of the individual;

Knowledge of various behavioral health treatment and prevention strategies, methods, and techniques;

Knowledge of alcohol and drug addiction and the physiological and psychological effects;

Knowledge of co-occurring developmental disabilities;

Knowledge of budgetary procedures;

Ability to develop, coordinate, and manage behavioral health programs;

Valid motor vehicle driver's license with fewer than six demerit points (or equivalent in another state) maintained throughout employment.

Qualified Mental Health Professional Adult (QMHP-A)-Required within 1 month of hire

Qualified Mental Health Case Manager (QMHCM)-Required within 1 month of hire

NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, a driving record check, and sanction screening to the satisfaction of the employer. A TB screening upon hire and annually thereafter.This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.) PREFERRED QUALIFICATIONS:

Experience working with individuals who have a serious mental illness and/or substance abuse disorder.

Experience working with Medicaid programs and/or Medicaid billing.

Experience overseeing multidisciplinary teams.

Experience in grant management.

Licensure in the Commonwealth of Virginia as a:

Professional Counselor,

Clinical Social Worker,

Substance Abuse Treatment Practitioner, or

Clinical Psychologist.

PHYSICAL REQUIREMENTS:Ability to independently transport self and fulfill duties at other sites as needed; observe, process, and document supervisory information including program data and staff performance; access, input and retrieve information from computer. A bility to read data on computer monitor, operate keyboard driven equipment, communicate with others, and lift up to 10 lbs.
