Summary The California Great Basin Region is seeking interested internal candidates to be considered for a professional development opportunity with the Regional Construction Office. Location - Sacramento, California Responsibilities -Directs and coordinates projects under the jurisdiction of the Regional Construction Office. -Responsible for managing all phases from the planning phase through design and construction to project transfer and close out. -Develops overall major phases and milestones, dates for project milestones and overall total project budgets. -Oversees and advises project teams in planning, design, and construction phases of large scale, multi-million and multi-billion dollar projects. -Advises and assists in formulating policy, establishing program limits, and managing program execution. -Maintains appropriate relationships with the many public and private groups involved in or affected by Reclamation. -Supervises and manages assigned program activities and ensures that common priorities, information sharing, and accountability exist. -Provides technical and administrative advice and guidance to staff. Requirements Conditions of Employment This is a detail or temporary promotion opportunity not-to-exceed 120 days, with possible extensions based on management's need. To be eligible for a temporary promotion, applicants must meet the minimum qualifications requirements outlined below, to include Time-In-Grade restrictions. Applicants that do not meet the requirements for a temporary promotion may be detailed into this position with no change in pay grade. This is a temporary assignment and cannot be made permanent without further competition. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees who have a break in service of less than 1 year, are required to meet the time-in-grade restriction of 1 year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). There is no specialized experience or time-in-grade requirement for applicants interested in the detail opportunity. Supervisory Endorsement: Current Bureau of Reclamation employees must supply proof of current supervisory endorsement to be considered for this opportunity. Qualifications Applicants currently at the GS-14 may apply to be detailed into this position. Applicants currently at the GS-13 level may apply to be temporarily promoted into this position. Candidates applying for temporary promotion may qualify on the basis of Specialized Experience. Specialized Experience: The candidate's resume must describe specialized experience equivalent in difficulty and complexity to at least the GS-13 level in federal service demonstrating experience utilizing project management practices and tools to simultaneously manage multiple complex and high risk construction and/or repair and alteration projects related to water and power infrastructure; Managing complex projects (balancing scope, quality, schedule, budget, and risk) requiring the services of multiple disciplines (i.e. construction, design, environmental, cultural, lands, etc.) from project initiation phase through financial closeout; Interpreting multi-level customer needs and developing them into actionable requirements; Developing, managing, and balancing project plans, budgets, and schedules, including assessing risk and developing appropriate mitigation strategies; Managing multiple stakeholders by developing relationship and communication strategies; Applying procurement knowledge and experience to manage contracts supporting assigned projects Education This position does not allow for substituting education for experience. At the expiration of this assignment, or whenever your services are no longer needed, you will be returned to your position. Multiple selectees may be selected from this Announcement. An employee serving on a temporary promotion receives the pay of the position to which temporarily promoted. An employee serving on a detail continues to receive their current rate of pay. Reclamation has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisory approval.
