The Idaho Department of Correction (IDOC) seeks candidates for the position of Grants/Contracts Program Specialist at their Central Office located in Boise, Idaho. As part of IDOC’s Contract Administration Unit under the Management Services Division, the Grants/Contracts Program Specialist works cross-collaboratively with departments across the agency to provide grant and contract support, coordination, and technical assistance. This position reports to the Grants/Contracts Management Supervisor and works closely with internal and external stakeholders and contractors in support of correctional operations. Responsibilities:
Grant/contract evaluation/coordination.
Reviews and evaluates contracts for conformance to established criteria and compliance with provisions of laws and regulations
Ensures on-going compliance with regulations and legal use of funds
Maintains tracking system of expenditures and balances
Researches, collects and analyzes data to identify trends and prepare or adjust reports
Assists with grant/contract support tasks such as filing, reporting, research, tracking agency grants, contracts, and agreements, and technical assistance
Technical assistance.
Responds to inquiries regarding grant or contract availability requirements and procedures
Provides technical assistance and advises internal customers or contractors on interpretation of program or contract regulations and guidelines
May develop, design, or modify forms and documents
May research grant or other funding opportunities
Minimum Qualifications:
Some knowledge of Grant or contract administration: Typically met by at least one year of experience monitoring and evaluating contract activities for compliance with contract provisions, laws and regulations AND evaluating appropriateness of expenditures for contract activities; OR recommending proposal awards, negotiating final proposal provisions and reviewing proposal activities for compliance/conformance; OR providing technical assistance with contracts, AND proposals.
Interpreting, applying and explaining laws and regulations; Typically gained by a year or more of experience interpreting and applying rules, policies, and procedures related to program operations to ensure compliance with state and federal laws; OR through explaining to others how laws, regulations, or policies apply to specific situations.
Collecting, organizing and evaluating data and writing a narrative report of findings; Typically gained by actual work experience in performing these duties
Specialties Qualifications:
Developing and making public presentations;
Using Microsoft Excel or equivalent to perform complex financial functions;
Working with sensitive or restricted data and protecting confidentiality.
Distinguishing CharacteristicsThis is the first level of a three level series: Grants/Contracts Program Specialist; Grants/Contracts Operations Analyst; and Grants/Contracts Officer. At this level, incumbents are responsible for the initial review of grant or contract applications for completeness and compliance with laws and regulations. Incumbents provide information to clarify grant or contract program regulations and guidelines and notify applicants of deadlines, procedures and status. Problem-solving is routine in nature and employees may make recommendations on grant or contract programs or service delivery, however, the authority for decision making is made at a higher level.
