This position is located at our headquarters office in Boise. The Advertisement & Award team is responsible for advertising and awarding construction contracts (not grants). The incumbent will be responsible for creating, assembling, and distributing plans, proposals, and contracts for highway construction. This is a fast pace position with competing deadlines. Organizational and time management skills are a requirement to be successful in this position. Examples of Duties
Assemble proposal requests for advertisement with local news agencies.
Issue addendums for upcoming proposal requests set to bid.
Participate in weekly public bid openings and compile proposal data for review for accuracy and completeness.
Prepare documentation for our District design staff/LHTAC and ACHD to obtain bid justifications.
Monitor Contract timeline to ensure execution of Final Contracts within Department timeline requirements.
Maintain the Notice to Contractor page on the Departments website.
Monitor multiple contracts in varying stages of completion.
Provides extensive customer service to contractors, answering bid and proposal related questions via phone, email and in person.
Maintains a manual or computerized records system and develops reports.
Conducts involved searches which may require accessing and selecting multiple information sources or contact with clients, vendors, or outside sources to obtain information.
Minimum Qualifications
Some knowledge of:
Grant or contract administration.
Bookkeeping.
Experience:
Interpreting, applying, and explaining laws and regulations.
Collecting, organizing, and evaluating data and writing a narrative report of findings.
Desired Qualifications
Experience in Adobe Pro, Adobe Sign, ProjectWise, Word, Excel, and Outlook.
Ability to work collaboratively with others to obtain and understand project requirements.
Excellent time management skills: ability to work in a fast-paced environment.
Highway construction and/or design experience a plus.
