DEPUTY AIRCRAFT MAINTENANCE OFFICER
Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a DEPUTY AIRCRAFT MAINTENANCE OFFICER, Position Description Number D1813000 and is part of the CO 140 MXG, National Guard. The primary purpose of this position is to serve as the full assistant to the Aircraft Maintenance Officer, with responsibility for directing, and managing the Aircraft Maintenance Group. Responsibilities Collaborates with the Wing Commander and other Group Commanders to plan, develop and implement numerous long term plans to include: the Wing Strategic Plan (mission, goals, values, objectives, etc.), the Base Master Plan (facilities), Communications/Computer Plan (infrastructure capabilities/upgrade), the Vehicle Replacement Plan, Four Year Deployment Plan, Aircraft Modification Plan, Depot Input Plan, force management and recruiting/retention plans, weapon system conversions, base supplements to tasking operational plans, operational planning for Aerospace Expeditionary Forces (AEF) participation, and others. Through subordinate functional supervisors, directs and supervises staff and production functions affecting very complex high-performance aircraft with a wide variety of high cost, sophisticated systems, controlling approximately two thirds of base dollars. Plans, organizes, schedules, controls, and directs all unit aircraft maintenance resources to meet mission requirements. Plans, schedules, controls and directs the use of all resources to assure timely, effective and complete support of mission requirements. Plans and institutes fiscal policies to implement Federal law and higher headquarters directives. Coordinates with the operations and maintenance groups to ensure an integrated approach to the solution of problems relating to availability of aircraft, and the ability to conduct the military mission. Plans, implements, and executes contingency operations involving from two to six like units in support of Aerospace Expeditionary Forces. Represents and speaks for the Wing Commander, with representatives of the National Guard Bureau, the Adjutant General, USP&FO, other military components, state/local governments, business and other public/private groups or organizations and persons having an interest in the programs of the wing/group. Meets at least semi-annually with other Maintenance Group Commanders, of the same and/or different mission design series, to advise on policies and procedures affecting the Air National Guard aircraft maintenance workforce, infrastructure support, and regulatory guidance. Maintains surveillance and ensures effective operation of the maintenance program. Develops CONUS and OCONUS deployment plans to meet unit mission goals, inspection schedules, and deployment requirements. Manages a resource protection program, which includes physical security, information security, and industrial and occupational safety and health. Prepares for and participates in various types of readiness evaluations. Develops group-level policy and oversees the maintenance automated information systems. Performs other duties as assigned. Requirements Conditions of Employment Qualifications Military Grades: O-5 Compatible Military Assignments: 020C0 AFSC 1. Experience applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments. 2. Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc. 3. Experience in determination of resource needs, allocation of resources, and budgeting/funding needs. 4. Experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems. 5. Experience in managing the function of the work to be performed. 6. Experience which includes leading, directing and assigning work of personnel. Education Education cannot be substituted for Specialized Experience for this position.
