Distribution Planning Engineer II

This position performs all technical and economic analyses necessary to determine feasible, reliable, and economical expansion of the District's bulk power delivery infrastructure. (Hereafter the District's bulk power delivery infrastructure with facilities operating at voltages above 34,000 volts is referred to as the ¿transmission system.¿) Ensures compliance with NERC (North American Electric Reliability Corporation) and MRO / SPP (Midwest Reliability Organization / Southwest Power Pool) Planning and Operating Standards. Supports internal and external customers in a technical advisory capacity. Supports operations, engineering, and construction departments with technical advice and scheduling assistance. Participates on local, sub regional and regional transmission committees. Supports creation of a fully-updated computer model of the transmission system every year. Supports efforts of Economic Development personnel and Key Account Executives to provide outstanding customer service.

Completes technical and economic analyses necessary to determine feasible, reliable, and economical expansion of the District's bulk power delivery infrastructure.

¿ Produce a long-range transmission expansion plan that aligns with plans for distribution and integrated resource facilities additions to ensure an adequate, economic, and reliable supply of power.

Support transmission operational studies and the development of operating guides to support reliable and safe operation of the District transmission system.

Thorough knowledge of the analytical tools and methods used in power system analysis; serve as a resource/consultant to other District departments particularly in the areas of computer simulation and system operating assessment for both steady-state and transient conditions.

Ensure that computer models and study data, which are employed in transmission system analytical simulations, are complete and accurate.

Coordinate transmission system plans with interconnected neighboring utilities and regional entities to provide for integrated, reliable regional plans in a systematic manner.

Develop System Improvement Projects to address deficiencies and improve operational efficiency and reliability

Follow-up planning recommendations through facility engineering and construction to ensure operation and performance as planned.

Ensures compliance with NERC and MRO / SPP Planning and Operating Standards.

Participate in local, sub regional and regional transmission committees to remain abreast of all factors contributing to effective transmission system planning and to allow for District influence in such matters.

Support strategic goals and corporate initiatives through creative and dynamic problem solving. Stay aware of industry trends and incorporate new ideas and technology into department functions.

Qualifications

Required:

Four (4) year Bachelor of Science degree in Electrical Engineering (ABET-accredited degree) OR Professional Engineer (PE) certificate

Two (2) years of equivalent engineering work experience. Coop or internship experience(s) may count towards work experience. Master's degree may be considered for up to two years of experience.

Effective oral presentation skills. Effective written communications to a level where data can be requested, analyses summarized, and conclusions detailed.

General engineering knowledge and a working knowledge of the utility industry

Demonstrated capability to work in a team environment while completing independent tasks and assignments

A valid driver¿s license

Desired:

Engineer in Training (EIT/FE)

Familiarity and experience in Electric power modeling software, specifically PSS/E and PSCAD

Familiarity and experience in computer programming, specifically Python

Demonstrated capabilities of researching, decision making, and presenting to a diverse audience

Advanced MS Office Professional Skills (Word, Excel, PowerPoint, Outlook and SharePoint)

Closing Statement

Salary Grade: S4

Minimum: $86,386

Midpoint: $107,982
