DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONSPerform real estate appraisal related assignments on city-owned real property and for eminent domain purposes. Review, analyze, verify and interpret all related project information. Coordinate site visits and secure relevant data requisite of the appraisal process. Compile appraisal assignment details and prepare independent appraiser engagement letters and estimate of fee agreements. Confirm that appraisal compliance with USPAP and related government requirements have been met. Confer with and provide sound options to independent appraisers on issues that may impact the integrity, credibility and reliability of appraisal reports. Prepare cost estimates, probable price estimates, and appraisal reports (if needed). Review counteroffer requests, post-appraisal information and draft recommendations. Provide project status updates to key stakeholders. Attend project review meetings, staff meetings, safety trainings and symposiums/conferences. Daily maintenance of working files and project tracking as required. Must understand real estate appraisal principles and terminology. Successful candidates must be self-directed and possess superior customer service skills. Performs other duties as assigned. WORKING CONDITIONSThis position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting temperature and air conditions. This position is Hybrid Telework Eligible. This is a Houston Public Works Emergency Management position at the Tier III Level.MINIMUM REQUIREMENTSEDUCATIONAL REQUIREMENTS Requires a Bachelor’s degree in Real Estate, Business Administration, Public Administration or a closely related field.EXPERIENCE REQUIREMENTS Two (2) years of professional experience in real estate activities, design or a closely related field are required.Substitution: Directly related professional experience may be substituted for the education requirement on a year-for-yearbasis.LICENSE REQUIREMENTSNonePREFERENCESPreference will be given to applicants with the following:

3+ years of experience in commercial real estate appraisal with a minimum of 1 year of commercial real estate appraisal review.

1+ year of condemnation appraisal experience and/or 1+year of condemnation appraisal review experience.

Competence in Microsoft Office with centration in MS Word, Excel and Outlook. Working knowledge in PowerPoint. Experience with Access and Publisher is an advantage.

Proficient in obtaining relevant data from online real estate sources including but not limited to CoStar, MLS, and CoreLogic.

Strong writing skills and solid oral communication.

TALCB certification, IRWA certification, TREC license or substantially similar

Possess a valid Texas Driver’s license and comply with City of Houston driving policy (AP 2-2).

Preference shall also be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
