DescriptionICF seeks a dynamic and highly effective Public Health, Informatics, Research, Survey, and Technical Assistance (PHIRST) Line of Business (LOB) Leader.ICF is a $1.96 billion global consulting provider that works across a range of clients to make the world a better place through deep domain expertise, innovative thinking, and technology. This strategic management position is situated in one of the fastest growing and largest divisions within the company and focuses on addressing critical public health issues in the areas of chronic disease, infectious disease, substance use, mental health, sexual health, community health, preparedness and response, and military health.Our 450+ experts provide practical and insightful intellectual leadership in areas such as health surveillance, program evaluation and monitoring, survey research, training and technical assistance, and technology-enabled solutions for the Department of Health and Human Services (e.g., CDC, NIH, and SAMHSA), the Defense Health Agency, the National Science Foundation, State and local Departments of Public Health, and numerous other nongovernmental clients.While this position can be anywhere in the continental US, it would be advantageous for the LOB leader to be in the DC metropolitan area or Atlanta, GA where many of our clients and staff are located. Travel to client sites, ICF offices, and conferences will be required.Key Responsibilities:Growth and Business Development

Lead LOB business development, strategy, and market intelligence, leveraging understanding of existing ICF program status, clients, emerging opportunities, competitor positions, and opportunities for client engagement to drive growth.

Actively participate in key business development activities from opportunity identification through capture and including preparation and review of technical and cost proposals; build capacity of staff to do the same.

Foster technical advancement of ICF’s and PHIRST’s offerings to better address emerging client priorities.

Expand ICF’s external brand through thought leadership, panel presentations, participation in professional societies, and other activities; engage business line staff in these activities and foster staff’s development in this area.

Develop and sustain strong relationships with Senior Government clients and officials, key partners, stakeholders.

Financial Management:

Assume full profit and loss (P&L) responsibility for the PHIRST LOB.

Manage delivery risk and performance through existing mechanisms and in close cooperation with delivery and operations

Report on revenue, programmatic and metrics progress, challenges, and opportunities to the division leader

Communicate regularly with the Division Lead and other division-level leads to ensure that recruiting, retention, operational, financial, or other challenges/risks are communicated and addressed.

People Management:

Lead a dynamic team of approximately 450 staff

Mentor Portfolio Leaders and senior Portfolio staff to leverage BD, thought leadership, and/or SME activities as broadly as possible.

Build and develop next generation leaders through identification of high potential staff, ensuring development plans are in place and actioned against, in partnership with HR

Build and support a culture that values diversity, equity, and inclusion for all staff and encourages growth, development, and mobility opportunities for team members.

Manage a team of direct reports.

Basic Qualifications:

10+ years business leadership experience in professional services environment, including prior experience leading programs with 300+ FTE and successfully managing full project life cycles.

10+ years of experience leading a diverse health consulting business, primarily serving clients within HHS.

10+ years of demonstrated success in managing budgets and allocating resources, revenue growth-oriented roles, and with established Federal relationships across domains leading to sustained revenue growth

Experience developing strategic teaming relationships with potential partners—including small business partners, consultants, etc.

Demonstrated ability to collaborate and foster partnership with business leadership, subject matter experts and external partners to help shape the business strategy, influence senior executives, and challenge the status-quo.

At least a bachelor’s degree.

Ability to travel.

Preferred Qualifications:

Demonstrated experience working in a professional services/consulting firm.

Master’s degree, or Ph.D. in Public Health, with a public health focus.

Professional Skills :

Strong business and financial acumen.

Ability to link ICF’s operational and public health strategy to tactical account plans and activities, and qualified pipeline.

Positive, pragmatic, and collaborative style, with an ability to motivate teams and generate enthusiasm, and be innovative in accomplishing goals in a large, complex, multi-cultural, and matrixed environment.

Strategic leader with exceptional organizational, communications, and people management skills.

Sound business ethics, including the protection of proprietary and confidential information.
