Description of JobWork Unit:The Division of Economic and Workforce Support is responsible for ongoing implementation of an array of Adult Financial Assistance. The programs operate in all counties in Colorado and are administered locally by the county departments of human/social services. The Division supervises county departments of human/social services in the administration of these programs and is responsible for assuring that all counties comply with the terms of their county policies and all federal and state statutes and regulations. Division staff write state-level policies and rules; train county staff onpolicies, procedures, and effective case management skills; provide technical assistance to counties on automated systems issues; work with the General Assembly on legislative and fiscal initiatives affecting programs operation; report to the federal government federal programs; monitor county performance; and allocate funds to the counties for their use in implementing the program. The Division is the primary link between the county departments of human/social services and the federal government on issues regarding welfare reform and disabled individualsreceiving Social Security Insurance (SSI). The Division also works closely with other Divisions and Offices within the Department, other state agencies, the General Assembly, the Governor’s Office and client advocacy organizations in the implementation of welfare reform.Description of Job:This position exists to ensure appropriateness of benefits and services delivered by county departments of social/human services in the Adult Financial and Colorado Works programs. This position provides state support, including technical assistance, over the shoulder support, program and policy information and clarification, and general program assistance to county staff responsible for administration, issuance and claims collection of Adult Financial and Colorado Works benefits and services. The position works with the Colorado Benefits Management System (CBMS), assisting with requesting CBMS modifications to ensure accurate policy interpretation, efficient operations, and accurate reporting. In addition, the position assists with reviewing county Adult Financial and Colorado Works programs operations. Interpersonal and communication skills including the ability to process verbal information, understand and prepare written work documents and communicate with others to convey information effectively;
The ability to provide administrative guidance, capable of assessing the need for and offering coaching, technical assistance and resources;
Knowledge of the state's Volume III regulations, Agency Letters and other policy and system guidance documents;
Demonstrated ability to lead and organize a work units work, carry out assignments and prioritize objectives to complete tasks timely, face and meet frequent deadlines;
Demonstrated ability to lead and foster a comfortable work environment;
Demonstrated ability to complete independent projects as well as work in a team environment;
Demonstrated ability to develop constructive and cooperative working relationships with others, and maintain them over time;
Demonstrated ability to collaborate and work with internal and external stakeholders as part of a team, participate in group objectives, and ensure those objectives are effectively met in a timely manner;
Proficient in the Microsoft Office Suite, specifically Word and Excel.
